My Lord,
Your Lordship will have observed from my
despatch No.627 of the 17th of August that I have
carried out the instructions in the first two para-
graphs of Your Lordship's telegram No.542 of the
5th of August by maintaining my previous protest and
by presenting a claim in respect of certain junks which
were attacked on the 22nd September, 1957, by a
vessel of the Japanese Navy.

With regard to the publication of the report
of the Hongkong Commission of Enquiry, in respect of
which I reserved my opinion in my telegram No.945
of the 9th of August, I have the honour to inform
Your Lordship that I am strongly of the opinion that
publication in present circumstances would be most
inadvisable.
